01📊 Usage Across All Ages: LINE and YouTube Are National Infrastructure
Start with the all-age averages. According to the Institute for Information and Communications Policy, MIC, "FY2025 Survey Report on Usage Time of Information and Communications Media and Information Behavior" (published June 26, 2026; surveyed December 2025; ages 13–79, N=1,800), usage rates for the major social platforms are as follows.
The pattern is clear. LINE (92.9%) and YouTube (81.5%) are far ahead of the rest — national-infrastructure level. It is hard to imagine a plan that leaves these two out. Instagram also exceeds half at 54.8%, but X (44.7%) and the platforms below it are under 50%, and the leading platform changes from one age and gender segment to another.
02👥 By Age and Gender: The Core of Platform Choice
Usage rates by age and gender reveal each platform's core users. The values below are from Table 5-1-1 of the same survey (unit: %). Note that the survey does not publish a gender × age cross-tabulation of social media usage, so this article reads the age and gender data in combination.
| Age / Platform | LINE | YouTube | X | TikTok | ||
|---|---|---|---|---|---|---|
| Teens | 96.4 | 95.0 | 69.3 | 56.4 | 67.9 | 14.3 |
| 20s | 97.7 | 96.3 | 82.6 | 73.4 | 61.5 | 23.4 |
| 30s | 97.9 | 94.0 | 76.6 | 67.7 | 44.7 | 37.4 |
| 40s | 96.6 | 91.6 | 67.1 | 57.0 | 42.6 | 38.9 |
| 50s | 95.6 | 84.9 | 54.4 | 40.2 | 32.2 | 33.1 |
| 60s | 92.0 | 72.6 | 36.1 | 24.8 | 21.2 | 22.6 |
| 70s | 77.8 | 48.5 | 15.8 | 10.8 | 11.1 | 12.5 |
| Men | 91.7 | 84.4 | 46.2 | 44.7 | 31.8 | 26.7 |
| Women | 94.1 | 78.6 | 63.4 | 44.7 | 41.7 | 27.3 |
Among teens and people in their 20s, Instagram, X and TikTok each exceed 50%, so their time is split across several platforms. Instagram still holds a majority among people in their 50s (54.4%), but from the 60s up, usage of everything other than LINE and YouTube falls below 40% (60s: Instagram 36.1%, X 24.8%, Facebook 22.6%). Facebook peaks among people in their 30s and 40s (37.4% and 38.9%) and is low among teens at 14.3% — a major difference from the US.
Statistics vs. practice: where ads actually perform
The figures so far show how many people use each platform, which is a different question from how well ads perform there. Rather than building a plan from statistics alone, weigh them against how ad campaigns actually run.
In practice, TikTok ads currently have the most explosive potential. Partly because accounts are easy to set up and ad review moves smoothly, more advertisers are using TikTok with UGC-style creative localized for Japan to reach the mass market quickly, or to run creative tests at high speed.
Most of the audiences you want to reach with ads can be covered by three platforms: TikTok, Meta (Instagram and Facebook) and YouTube. As a rule of thumb, Instagram and TikTok work well for people up to their 40s, while YouTube tends to perform for products aimed at older audiences, such as people aged 55 and over.
One thing to watch: ad review standards in Japan differ by platform. The same creative may pass on one platform and be stopped on another. Google Ads (including YouTube) in particular has stricter policies and leaves less room in how you express things. You need to adapt your creative to each platform's standards.

If your product targets women — cosmetics, beauty, fashion, lifestyle and so on — prioritize in the following order. As a premise, Instagram (women 63.4%, men 46.2%) and TikTok (women 41.7%, men 31.8%) are the two platforms that skew female overall.
Younger women: Instagram + TikTok
Instagram usage is 82.6% among people in their 20s and 69.3% among teens; TikTok is 67.9% among teens and 61.5% among people in their 20s (all genders combined). Combined with the fact that women use Instagram and TikTok more than men overall, these two are the main battleground for young women. The standard approach centers on photos, Reels and Stories, using UGC and influencers. On TikTok, design to "be discovered" with short videos; on Instagram, design to "be saved."
Women in their 30s and 40s: Instagram + YouTube
Instagram usage stays high at 76.6% among people in their 30s and 67.1% among those in their 40s (all genders combined). A journey that is easy to build: gather information on Instagram, then compare via YouTube reviews. A practical ad plan builds around these two and adds TikTok to reach people up to their 40s.
Women in their 50s and older: YouTube + Instagram (partly)
For people in their 50s, LINE (95.6%) and YouTube (84.9%) are the core, and 54.4% also use Instagram (all genders combined). In their 60s, Instagram falls to 36.1%, so build around YouTube. LINE has a high usage rate, but it is used mainly for keeping in touch and is hard to make the core channel for reaching new people with ads.
04👨 Designing Reach for Male Users
For male-skewed products such as games, fintech, cars, gadgets and B2B. Among men overall, usage is YouTube 84.4% (women 78.6%), X 44.7% (the same as women) and Facebook 26.7% (women 27.3%) — YouTube is the only one where men are clearly ahead.
YouTube exceeds 90% among people from their teens through their 40s (all genders combined), and among men overall it is 84.4%, ahead of women. YouTube works for in-depth content such as game streams, reviews and walkthrough videos. X reaches 73.4% among people in their 20s, strong with younger users, and is indispensable for building buzz around game launches. Facebook approaches 40% among people in their 30s and 40s, but with almost no gender gap, don't assume it is "for male business users" — segment it by age instead.
05🎯 Assigning a "Role" to Each Platform
The essence of social media planning in Japan is to design around "which role each platform should play," not "which platform to advertise on."
| Platform | Core age groups | Recommended uses | Not suited for |
|---|---|---|---|
| LINE | All ages | National infrastructure for keeping in touch (frequent, short visits) | The core channel for mass awareness or new acquisition |
| YouTube | All ages (slightly higher among men) | Awareness and interest, in-depth reviews and walkthroughs | Immediate conversions |
| Teens–40s (higher among women) | Lifestyle and visual messaging, UGC, Reels, Stories ads | People in their 60s and older | |
| X (formerly Twitter) | 20s–40s (no gender gap) | Building buzz, newsworthy messaging, game launches, topical collaborations | Ongoing CRM |
| TikTok | Teens–20s (30s–40s also above 40%) | Discovery through short videos, riding trends, broad reach to young people | People in their 60s and older, B2B |
| 30s–50s (no gender gap) | B2B, ads aimed at business users (detailed targeting available) | Teens–20s |
Core age groups are the editorial team's summary based on usage rates by age and gender in MIC's "FY2025 Survey on Usage Time of Information and Communications Media and Information Behavior."
06📈 Trend Changes from FY2023 to FY2025 (Two Years)
Comparing the survey's FY2023 (令和5年度) and FY2025 (令和7年度) results on the same basis (ages 13–79), these are the changes to note (the FY2023 all-age values are the re-tabulated 13–79 figures published in the FY2024 report).
① TikTok expands into middle age
Among teens, TikTok was roughly flat (70.0% → 67.9%), but it made inroads into middle age: 30s went from 32.0% to 44.7% (+12.7pt) and 40s from 26.8% to 42.6% (+15.8pt). The assumption that it is "a social platform for young people" no longer holds for people in their 30s and 40s.
② Instagram spreads to older generations
Instagram rose from 48.4% to 54.8% across all ages (+6.4pt), with especially large gains among people in their 40s (+9.9pt) and 60s (22.6% → 36.1%, +13.5pt). Along with feature expansions such as Reels, Shops and broadcast channels, its importance as a surface for visual messaging is growing among older generations too.
③ Redefining how Facebook is used
Facebook was roughly flat across all ages (27.4% → 27.0%), but declined among people in their 20s (-4.7pt) and 30s (44.4% → 37.4%, -7.0pt). Teens, on the other hand, rose slightly from 10.0% to 14.3%. Even in its core 30s–40s segment, usage is below 40%, so a narrower use is realistic — for example, B2B or business-audience campaigns that take advantage of its targeting precision.
07✅ Social Platform Selection Checklist for Overseas Companies
- Understand your target age × gender before choosing platforms (do not pick the platform first)
- Localizing your creative is essential
- On YouTube, run both long-form and Shorts
- On Instagram, shift to a Reels-centered approach (feed posts alone rarely grow)
- On TikTok, refresh creative in short cycles (trends have a short lifespan)
- Under Japan's stealth marketing rules (a designated notice under the Act against Unjustifiable Premiums and Misleading Representations (景品表示法), effective October 1, 2023), clearly disclose that content is advertising (a "PR" label) on every platform
- When using agencies or influencers, state compliance with the Premiums and Representations Act and the stealth marketing rules explicitly in the contract
