Why Japan · Why the Japan market, now

Japan is the world's
#1 mobile app ARPU hot market.

Japan's mobile in-app purchase (IAP) market exceeds US$11B annually — the #2 market worldwide. Per-user spend is the highest in the world, with a small group of "whale" users driving the majority of revenue.

But with iOS at 65%, vertical video ads growing +55% YoY, and AI search adoption at 37%, the acquisition landscape here works completely differently. Simply translating overseas ads doesn't deliver results.

Hakusho operates on the ground in Japan, specialized in this single market. We help you understand this landscape by the numbers, then execute end-to-end from strategy to operations.

Four numbers where the global playbook
doesn't apply in Japan.

65%
iOS Share (Japan)
Far above the global average of 28.7%. Changes everything about ATT / SKAdNetwork design.
+55%
Vertical video YoY growth
Driven by TikTok, Reels, and Shorts, Japan's vertical video market grew +55% YoY. The main battleground for UA is shifting fast.
$110B+
IAP market (#2 globally)
Per-user spend is the world's highest — especially strong in games, subscriptions, and dating.
37%
AI Search Adoption
Traffic from ChatGPT / Perplexity / Gemini has grown to a scale you can no longer ignore.
Analysis · Japan Market in Numbers

The uniqueness of the Japan market, in numbers.

Global norms don't translate here. We've organized what makes the Japan market "different" using data. Mastering these dynamics is what separates successful launches from failed ones.

① An iPhone-heavy nation — the world runs on Android, Japan runs on iOS

Globally, Android dominates and iOS holds only about 28.7% of devices (Android around 70%). App downloads in 2025 also lean toward Google Play at around 70% globally, with the App Store at about 28%. In Japan, this ratio is reversed: user-based surveys put Japan's iOS share at roughly 61–69% (some sources report 68%+). An iOS-heavy market means you're strongly constrained by ATT / SKAN privacy measurement, so measurement design and creative optimization built for iOS require careful, Japan-specific handling.

② Social media is fragmented and stratified by age and gender

In Japan, LINE and YouTube are used near-universally, while other social platforms are split across the population. According to Japan's Ministry of Internal Affairs, adoption rates are LINE 91.1%, YouTube 80.8%, Instagram 52.6%, X (formerly Twitter) 43.3%, TikTok 33.2%, and Facebook 26.8%. Furthermore, Instagram and TikTok skew toward younger women, while X and Facebook skew toward users in their 30s and older — clear age and gender stratification. This means you must carefully match platform choice to your app's target demographics.

③ A monetization culture driven by a few "whales"

Japan's mobile in-app purchase (IAP) market exceeds US$11B annually, ranking #2 globally, second only to China (~$11.5B). Remarkable given Japan's population size. The distinctive feature is that a small number of heavy spenders ("whales") drive the majority of revenue, making per-user ARPU exceptionally high by global standards. Rather than acquiring users broadly and thinly, acquiring and retaining core spenders is what wins.

④ Genre preferences run opposite to the West

Looking at revenue, Japan's top genre is RPG at over one-third (~35%), followed by Strategy at ~22%. That's nearly the opposite pattern from Western markets dominated by hyper-casual and hybrid-casual titles. Deep story, character growth, gacha, and event-driven monetization titles are strong here, and player attachment to characters and IP significantly influences revenue.

Japan's uniquely developed "ASP" (performance-based) culture

Japan has developed an unusually mature performance-based marketing ecosystem (ASP-based affiliate, reward, and boost), where ASPs sit between advertisers and publishers, handling media curation, quality control, and reporting with hands-on care. To succeed in Japan, partnering with an experienced ASP is the shortest path.

Market · The Center of Change

Vertical video is where advertising is being reinvented.

In 2025, Japan's total ad spend reached ¥8.06 trillion, with internet advertising crossing 50.2% for the first time. The growth driver is vertical video. For game apps, how well you craft vertical video determines your acquisition efficiency in the awareness and demand-generation stages.

In 2025, Japan's vertical video ad market surpassed ¥200B. By 2029, it's projected to grow 2.7x or more, and agencies specialized in vertical video creative are already emerging.

Deliver
results
compliantly

Deliver results, on top of full compliance.

Full compliance with Japan's Premium Labeling Act, Specified Commercial Transactions Act, and the 2023 stealth marketing regulation. We label "PR" / "AD" clearly where consumers can recognize it, avoid misleading representations, and — on that foundation — deliver acquisition numbers. Our team knows Japan's platform-specific guidelines intimately.

Regulatory note: gacha & the Premium Labeling Act — "Complete Gacha (kompu-gacha)," once considered the most gambling-like mechanic, was banned in 2012 under Japan's Premium Labeling Act (consumer protection). Since then, displaying gacha drop rates (probabilities) and other design disciplines have become industry standard for transparency. Overseas titles bringing gacha-style monetization to Japan need to factor in probability disclosure and Premium Labeling Act considerations from the start.

FAQ · Frequently Asked Questions

The questions we hear most about the Japan market.

A summary of the points overseas businesses raise most often before their first consultation.

Can Hakusho produce native Japanese creative?
Yes. We have 100+ Japanese natives on the team, with a wide range of personas. Our standard is not translation — we rebuild from the angle up for the Japan spec. Both UGC-style and production formats, with a monthly production capacity of 1,000+. From the first 2 seconds, subtitles, to CTA placement, we optimize everything for the Japan market.
Can we work with you on performance-only (CPI / CPA)?
Yes. You can run performance-based acquisition through our ASP, and optionally add GF Rewards (reward) or Circuit X (search & display) as needed. If you want to minimize upfront risk, we recommend starting with performance-based.
How far does your compliance coverage go — Premium Labeling, Specified Commercial, stealth marketing?
We handle compliance from the ad expression design stage. "PR" labeling implementation, gacha probability disclosure, comparative advertising boundaries, testimonial-expression edge cases — all operated in line with Consumer Affairs Agency guidelines. We coordinate with Japanese attorneys where needed.
Can you handle ATT / SKAdNetwork measurement design too?
Yes. We design from zero for Japan's 65%-iOS market. AppsFlyer / Adjust / Singular configuration, SKAdNetwork 4.0 conversion value schema, and AAK support — all handled in one package.
Can we consult in English, Chinese, or Korean?
Yes. We have a sales organization that speaks Japanese, English, Chinese, and Korean. We have a track record of overseas booth exhibitions and business trips, so we can operate with minimal time-zone or language overhead.
How long from first consultation to actual launch?
Timeline varies by project scope. Our standard is: first consultation → proposal (1 week) → contract → localization & measurement design (2–4 weeks) → soft launch → main launch — about 6 weeks minimum. For full-scale launches, expect 12–16 weeks. We've also had cases where we hit launch in just 7 days.

What is Hakusho (白書 · 迫勝)?

The word Hakusho carries two meanings in Japanese: "white paper" and "winning with force". A white paper — derived from the English word — is an official report intended to inform the public about the state of the economy or government policy. We chose this name with the resolve to publish white-paper-quality intelligence specialized in Japan's online marketing, particularly the app category. Our goal is that this intelligence delivers decisive wins for our client partners.
