01๐ TikTok advertising in Japan in numbers
First, consider how valuable TikTok is as an ad channel in Japan. TikTok Japan reports about 49.5 million monthly active users in Japan (as of end of May 2026, its own figure, excluding overlap with TikTok Lite).
In MIC's FY2025 survey (ages 13โ79), TikTok's usage rate was 36.7%. That is below YouTube at 81.5% and Instagram at 54.8%, but on a similar scale to X at 44.7% and Facebook at 27.0%. Because the methods differ, the usage rate and TikTok's own monthly user figure cannot be compared directly.
The market for these ads is growing too. CyberAgent's survey puts Japan's vertical video ad market at ยฅ204.9 billion in 2025 (155.9% of the prior year), forecast to reach ยฅ564.8 billion in 2029. More advertisers means more competition for the same users. When you think about cost, keep this rising competition in mind.
02๐ณ Billing methods: CPM, oCPM, CPC and CPV
TikTok Ads Manager has four billing methods (called "bidding methods" in the Help Center). They differ in what you pay for, that is, when you are charged.
| Method | What the bid means | When you are charged | Main objectives |
|---|---|---|---|
| CPM (cost per thousand impressions) | The price you are willing to pay for 1,000 impressions | Per impression | Reach |
| oCPM (optimized CPM) | The price you are willing to pay for 1,000 impressions shown to people likely to take your desired action | Per impression | App install, conversions, lead generation, etc. |
| CPC (cost per click) | The price you are willing to pay per click | Per click | Traffic, conversions, app install, etc. |
| CPV (cost per view) | The price you pay when the video counts as "viewed" | Whichever happens first: a view of at least 6 seconds, an interaction within the first 6 seconds, etc. | Video views |
Source: compiled by du-o from the TikTok Business Help Center, "Available bidding methods." Objectives are excerpts.
The key point: oCPM is the default for app install and conversion objectives, and you are charged per impression. Even if you enter a cost-per-install (CPI) or cost-per-acquisition (CPA) target in Ads Manager, the billing unit is the impression. You pay for impressions even on days with no results, so treat CPI and CPA as metrics calculated afterward as "spend รท results."
03๐๏ธ Bidding strategies: Target cost per result and Maximum results
Separate from the billing method, a bidding strategy determines how you bid. The Help Center, updated September 2026, describes two.
| Strategy | Type | How it works | When it fits |
|---|---|---|---|
| Target cost per result | Goal-based | The system optimizes delivery toward the cost per action (CPA) the advertiser sets. Actual cost may run slightly above or below the target | When you have a clear acceptable CPA and want to hold it |
| Maximum results | Spend-based | Drives as many results as possible within the set period and budget. It does not target a specific CPA, so CPA will fluctuate to some extent | When you first want delivery volume and data |
Source: TikTok Business Help Center, "Available bidding strategies" (updated September 2026). Earlier Help Center versions and third-party guides have used the names "Cost Cap" and "Maximum Delivery."
In practice, a common sequence is to start with Maximum results to gather data, then switch to Target cost per result to tighten cost once your real CPA is visible. Setting a target that is too low from the start can leave the campaign with almost no delivery.
04๐ Official minimum budgets and the learning phase
Minimum budgets (per the Help Center)
| Budget type | Campaign | Ad group |
|---|---|---|
| Daily | Over $50 | Over $20 |
| Lifetime | Over $50 | Minimum daily budget ($20) ร scheduled days (e.g. at least $620 for 31 days) |
Source: TikTok Business Help Center, "About budgets." Both the Japanese and English versions state amounts in US dollars.
Watch the currency. The Help Center, including its Japanese version, states the minimums in US dollars and does not give yen amounts. For a yen-denominated ad account, check the actual minimum you can enter on the budget screen in Ads Manager. The yen equivalent changes with exchange rates.
Set the recommended budget as "CPA ร multiplier"
The amounts above are only the minimum you can enter. As a guide for getting results, the Help Center's "Tips to select your budget" (updated August 2026) recommends a minimum daily budget equal to your current CPA times a multiplier.
| Campaign type | Recommended minimum daily budget | Guide when there is no current CPA (or equivalent) |
|---|---|---|
| Deep conversion (add to cart, purchase, etc.) | Current CPA ร 10 | $200 |
| Install | Current CPA ร 20 | $200 |
| Shallow conversion (page view, etc.) | Current CPA/CPR ร 50 | $100 |
| Other upper-funnel events | Current CPA/CPR ร 50 | $100 |
Source: TikTok Business Help Center, "Tips to select your budget." It recommends a daily rather than lifetime budget for ad groups, and leaving the campaign budget open at first.
The learning phase
When a new ad launches, the system first enters a learning phase, a period in which it looks for users who match the campaign's goal. Results can swing widely during this time. According to the Help Center, volatility starts to settle after about 25 results or 7 days.
The Help Center lists three things to avoid during the learning phase:
- Pausing campaigns or ad groups
- Edits that retrigger the learning phase
- Unreasonable budget settings or creative volumes
"Tips to select your budget" also advises keeping budget changes within 50% of the previous budget even after the learning phase, and waiting at least 2 days between targeting, bid or budget changes. Touching settings almost daily restarts learning and tends to waste that spend.
05๐ TikTok ad prices in Japan: how much public data exists?
Figures like "TikTok CPM in Japan is ยฅX" or "CPI is around ยฅX" circulate widely online. But in the du-o team's research, we found no primary source that publishes TikTok-only CPM, CPC or CPI for Japan together with its methodology. TikTok itself does not publish average prices by country.
Market-rate figures without a clear source vary widely by industry, objective, season and creative, and their collection conditions are unknown. This article does not list TikTok-only price ranges.
For reference: CPI across app advertising in Japan
For figures not limited to TikTok, there is public data you can confirm at the original source. It helps you get a sense of scale for your budget, but note that these are not TikTok prices.
| Metric | Value | Scope | Source |
|---|---|---|---|
| Japan gaming app CPI (2024 average) | $1.26 | All gaming apps, across networks | Adjust ร Sensor Tower |
| Japan gaming app CPI (Q1 2025) | $1.46 | Same as above | Adjust ร Sensor Tower |
| Japan RPG CPI | $2.78 | RPG genre, across networks | Adjust ร Sensor Tower |
| Japan Apple Ads CPI (median) | $2.57 | App Store search ads only (US: $4.06) | AppTweak |
None of these figures are specific to TikTok ads. For a detailed comparison by genre and network, see "Japan App CPI Benchmarks 2026."
Use these numbers as a yardstick to check that your own test results are not wildly off. For the TikTok budget plan itself, the reliable approach is to work backward from the CPI or CPA your business can accept.
06โ๏ธ What moves your costs
Even with the same budget, the cost per result changes a lot depending on conditions. Here are factors to keep in mind, drawn from the Help Center and from general campaign practice (we give no multipliers or numbers).
- Creative: videos stream past one after another on TikTok, so whether people watch the first few seconds affects both impression prices and cost per result. Response drops as the same video keeps running, so budget on the assumption that you will keep adding new videos. The Help Center also lists "unreasonable creative volumes" as something to avoid during learning
- Targeting breadth: narrowing too far shrinks the audience and leaves the system less room to find the best people. It also makes it harder to accumulate the results needed to exit the learning phase
- Changes during learning: if pausing or major edits restart learning, that delivery is spent "relearning"
- Budget vs. target cost: if the daily budget is too small relative to the target CPA, few results accumulate each day and optimization stalls. The "CPA ร multiplier" rule in the previous section is meant to prevent this
- Seasonality: in periods when many advertisers increase spend, such as year-end shopping and sales seasons, competition for the same users intensifies and impression prices tend to rise. As a general practice, tests are easier to compare if you start outside peak periods
- Consistency with the destination: if what the ad promises does not match the store page or landing page, clicks fail to convert and cost per result rises
07๐งฎ How to size a first test budget
Here is a formula-style method for building a first test budget yourself, without relying on market-rate figures. The multipliers and guide amounts are the Help Center's recommended values; the step-by-step approach reflects the du-o team's campaign practice.
Step 1: Set your acceptable CPA (or CPI)
First, decide how much you can pay for one result, based on your business numbers. For an app, work backward from the revenue one user generates (LTV) and your target payback period. This is your acceptable CPA.
Step 2: Calculate the daily budget per ad group
- If you have an actual CPA: ad group daily budget = current CPA ร multiplier
- The multiplier depends on campaign type (20ร for installs, 10ร for deep conversions, 50ร for shallow conversions)
- If you have no actual CPA yet: the Help Center gives a guide amount for that case ($200 or equivalent for installs and deep conversions, $100 or equivalent for shallow conversions). The du-o team calculates both this guide amount and "acceptable CPA ร multiplier," then replaces them with the actual CPA after the test
Step 3: Multiply by test period and number of ad groups
- Test period: use 7 days, when learning-phase volatility starts to settle, as the minimum
- Total test budget = ad group daily budget ร test days ร number of ad groups running in parallel
- Sanity check: can each ad group realistically gather about 25 results during the test (does acceptable CPA ร 25 fit within each ad group's budget for the period)?
Step 4: Budget creative production separately
On top of media spend, you need to produce the videos you will compare. Estimate the number of videos for the first test, and the additional videos you will add once you find a winner, separately from media spend.
08๐ค Agency and production partner fee models
You can run TikTok ads directly from your own account, but if you outsource campaign management or production, you pay fees on top of media spend. Fee models vary by company, but these are the common forms.
| Model | How it works | What to check |
|---|---|---|
| Fee linked to media spend | You pay a set percentage of ad spend as a fee | Fees grow as media spend grows. How will you weigh that against results? |
| Fixed monthly management fee | You pay a fixed amount each month regardless of media spend | The scope of work included (reporting, ad setup, optimization proposals, etc.) |
| Performance-based | You pay per result, such as per install or acquisition | How results are defined and measured, and which results are excluded |
| Creative production | You pay per video or per monthly batch of videos | Number of revisions, talent usage period and platforms, and rights to the footage |
Whatever the model, confirm before signing who owns the ad account, whether you can see delivery data yourself, and whether you can take over the account and creatives after the contract ends. To judge whether rates and amounts are reasonable, compare quotes from several companies on the same terms.
09โ First-budget checklist for TikTok ads
- You set your acceptable CPA (or CPI) from business numbers such as LTV
- You chose a billing method (such as oCPM) and bidding strategy (Maximum results / Target cost per result) that fit your objective
- You checked the minimum budget in your account's currency in Ads Manager
- You calculated the ad group daily budget from the Help Center's "CPA ร multiplier" (or its guide amount if you have no CPA yet)
- Your test runs at least 7 days, and each ad group can realistically gather about 25 results
- You set a rule not to pause or make major edits during the learning phase
- You estimated creative production costs and additional videos separately from media spend
- If outsourcing, you confirmed the fee model and who owns the ad account
